1 Responsible Service

1.1 
The responsible organisation for the provision of telecommunication and navigation facility services in Viet Nam is the Civil Aviation Authority of Viet Nam.

The service is provided in accordance with the provisions contained in the following ICAO documents:
  • Annex 10 – Aeronautical Telecommunications;
  • Doc 8400 – Procedures for Air Navigation Services – Abbreviations and Codes ICAO (PANS–ABC);
  • Doc 8585 – Designators for Aircraft Operating Agencies, Aeronautical Authorities and Service;
  • Doc 7030 – Regional Supplementary Procedures;
  • Doc 7910 – Location Indicator;
  • Doc 8071 – Manual on Testing of Radio Navigation Aids.

2 Area of Responsibility

Communication services are provided for the entire Ha Noi and Ho Chi Minh FIRs. Inquiries, suggestions or complaints regarding any telecommunication services and navigation facilities should be referred to the communication centre at Ha Noi or Ho Chi Minh as appropriate.

3 Types of Service

3.1 Radio Navigation Services
The following types of radio aids to air navigation are available:
  • Non-directional Radio Beacon (NDB);
  • VHF omni directional Radio Range (VOR);
  • Distance-measuring Equipment (DME);
  • Instrument Landing System (ILS).
3.2 Surveillance Service
  • Surveillance radar approach (SRA)
  • En-route surveillance radar (RSR)
3.3 Mobile/Fixed Service
3.3.1 Mobile service
The aeronautical stations maintain a continuous watch on their stated frequencies during the published hours of service unless otherwise notified.
An aircraft should normally communicate with the air-ground control radio stations that exercises control in the area in which the aircraft is flying. Aircraft should maintain a continuous watch on the appropriate frequency of the control station and should not abandon watch, except in an emergency, without informing the control radio station.

3.3.2 Fixed service:
The messages to be transmitted over the Aeronautical Fixed Services (AFS) are accepted only if:
  1. They satisfy the requirements of Annex 10 Vol II ICAO, chapter 3 para 3.3;
  2. They are prepared in the form specified in Annex 10 ICAO ;
  3. The text of an individual message does not exceed 1800 character in length.
3.4 Broadcasting Services
ATIS broadcast in English on designated VHF channels is available at Tan Son Nhat Airport on 128.0 MHz and at Noi Bai airport on 127.0 MHz and provides MET information for aircraft.

Details of the facilities available at the individual aerodromes can be found in the relevant section of Part 3 (AD).In cases where a facility is serving both the en-route traffic and aerodromes, details are given in the relevant sections of Part 2 (ENR) Part 3 (AD).

4 Requirements and Conditions

The requirements of the Civil Aviation Authority of Viet Nam and the general conditions under which the communication services are available for international use, as well as the requirements for the carriage of radio equipment are contained in the Viet Nam Aviation Requirement VAR-OPS 1 Commercial Air Transportation (Aeroplane), and Regulation on the Aeronautical Communication, Navigation and Surveillance of Viet Nam, relevant AIS.
