  GUIDELINES FOR THE SUBMISSION OF FLIGHT PLANS IN VIET NAM

1 — INTRODUCTION

This section supplements the following portion(s) of the AIP: AD.

This AIRAC AIP Supplement is issued to provide guidance on the submission of Flight Plans (FPL) in Viet Nam. Its purpose is to facilitate pilots, aircraft operators, airlines and designated representative agents in submitting FPLs for flights departing from aerodromes and airports within Viet Nam. This guidance aims to ensure that flight plans are submitted accurately, completely, and in a timely manner in accordance with ICAO provisions.

2 — DETAILS

2.1  Procedures for the submission of flight plan

2.1.1  General

Pilots, aircraft operators (flight dispatchers) or designated representative agents shall:

Submit information relative to an intended flight or a portion of a flight, to appropriate air traffic services units.

The flight plan shall be submitted in accordance with ICAO Annex 2, Chapter 3, section 3.3.1, prior to operating:

  1. Any flight or portion thereof to be provided with air traffic control service;

  2. Any flight within or into designated areas, or along designated routes, when so required by the Civil Aviation Authority of Viet Nam to facilitate the provision of flight information, alerting and search and rescue service;

  3. Any flight within or into designated areas, or along designated routes, when so required by the Civil Aviation Authority of Viet Nam to facilitate coordination with appropriate military units or with air traffic services units in adjacent States in order to avoid the possible need for interception for the purpose of identification.

  4. Any flight across national borders.

2.1.2  Time of FPL submission

2.1.2.1  A flight plan for a flight shall be submitted at least sixty minutes before the Estimated Off-Block Time (EOBT).

Flight plans shall not be submitted more than 120 hours before the EOBT.

For flights subject to multi-nodal ATFM procedures, the pilots, aircraft operators or agents shall submit the flight plan at least 3 hours prior to the Estimated Off-Block Time (EOBT).

If submitted during flight, the FPL shall be submitted to the appropriate air traffic services unit at least 10 minutes before the aircraft is estimated to reach the intended point of entry into a control area or the point of crossing an airway.

2.1.3  Procedures for the submission of flight plan

There are four means for filing flight plans for flights departing from airports in Viet Nam:

  1. via the AviWeb Portal; or

  2. via the Aeronautical Fixed Service (AFS); or

  3. via email; or

  4. by submitting the flight plan in person at Air Traffic Services Reporting Office (ARO).

2.1.3.1  Submission of Flight Plans via the AviWeb Portal:

2.1.3.2  Submission of Flight Plans via AFS

Flight plans filed via AFS shall be addressed to the AFS address specified in Item 2.1.4.1 below, in accordance with the responsibilities assigned to the designated ARO unit.

2.1.3.3  Submission of Flight Plans via email

Submission of flight plans via email is only permitted when filing via the AviWeb Portal or AFS is not possible.

Flight plans filed via email shall be addressed to the email address specified in Item 2.1.4.1 below, in accordance with the responsibilities assigned to the designated ARO unit.

Note:

  1. For flights departing from airports in Viet Nam, flight plans filed via AFS addresses or email which have been registered with the Viet Nam Aeronautical Information Center (VNAIC).

  2. Registration requests should be sent to the VNAIC via email at: ais.nghiepvu@vatm.vn. A registration shall only be considered complete upon confirmation from VNAIC.

  3. Aircraft operators or designated representative agents shall ensure they are reachable by the VNAIC in case of any queries.

  4. Please submit your registration request using the form available: https://bit.ly/FPL_REG

    Registration requests will be processed within five (05) working days from the date of receipt.

2.1.3.4  Submission of Flight Plans in person at ARO units

Flight Plans can be submitted in person at the ARO units located at five airports: Noi Bai, Da Nang, Cam Ranh, Tan Son Nhat and Phu Quoc, for all flights departing from aerodromes and airports within Viet Nam's territory.

Note: For aerodromes and airports where no ARO unit is available, the submission of Flight Plans and the provision of any amendments or updates to the submitted FPL shall be carried out by the methods specified in 2.1.3.1 or 2.1.3.2 or 2.1.3.3 above.

2.1.4  Address for FPL submission

For cases where FPL submission is carried out via the methods specified in 2.1.3.2 or 2.1.3.3 above:

For during flight:

Flight plan shall be submitted to the appropriate ATS unit which is establishing communication.

3 — EFFECT

This AIRAC AIP Supplement shall become effective from 0000 on 04 SEP 2025.

4 — CANCELLATION

This AIRAC AIP Supplement shall remain in force until its content has been incorporated into the AIP Viet Nam.
